Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Job Description

  • To be accountable to the Deputy Estates Manager (NB Estate) for the delivery of the FMSP Asset Management function. Ensuring engagement with all stakeholders to understand requirements of the assets.
  • In direct support of the Deputy Estates Manager (NB Estate), provide the discrete Intelligent Customer (IC) for the Performance and Maintenance function with Babcock and Mitie principally executed through the delivery of the Future Maritime Support Programme (FMSP) contract.
  • Ensure Management Information, Reports and Contract Deliverables are met in accordance with the FMSP Statement of Technical Requirement (SOTR), associated SOTR Annexes and contract schedules, engaging the Nuclear Design & Maintenance (NDM) group where deliverables impact NDM managed assets
  • Support the Deputy Estates Manager (NB Estate) with the management of Estate compliance following legislative, regulatory and Defence Policy requirements. In support of this activity:
  • Hold regular compliance meetings with the Industry Partner.
  • Review data provided for relevant compliance KPIs from the industry partner in accordance with the requirements of the FMSP contract.
  • Manage and maintain data areas over viewing the compliance of the Estate.
  • Ensure all compliance certificates and reports are reviewed and held by MoD in its capacity as the Authority.
  • Provide reports / dashboards as required on Estate compliance to the Deputy Estates Manager (NB Estate)
  • Liaise with site Health, Safety & Assurance Team and Defence Infrastructure Organisation (DIO) on compliance of the estate.
  • Manage, report and satisfactorily close out Safety Notices received from DIO and other sources.
  • Ensure that actions and short falls stemming from Fire Risk Assessments are raised to the correct work stream for rectification and managing those activities to completion.
  • Under the direction of the Deputy Estates Manager (NB Estate), work with the IP to ensure expected contract performance and value for money in the delivery of the contract.
  • Under the direction of the Deputy Estates Manager (NB Estate), maintain an accurate Asset Management Register to deliver the Strategic Asset Management Plan and Asset Management Plans.
  • Scrutinise asset survey reports to ensure compliance issues are resolved, highlighting any shortcomings to the Deputy Estates Manager (NB Estate)

Person specification

Essential: Level 4 Qualification in a related discipline that contributes to the output of the role (Facilities Management, Health and Safety). Or a Level 3 qualification with extensive relevant experience at the discretion of the Deputy Head. IOSH Managing Safely or Equivalent Qualification.

Desirable: Asset / Facilities Management related discipline qualification or willing to work towards an appropriate qualification within 6 months of taking up the position. NEBOSH General Certificate.

Knowledge and/or experience in the following big six compliance portfolios: Fire, Electric, Gas, Fuel, Asbestos and Legionella

This position is advertised at 37 hours per week.

Qualifications
