Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Job Description

This is an exciting opportunity for a junior engineer to join an interesting and fast paced team responsible for oversight of maintenance delivery on the NBC Devonport nuclear asset suite. Some of the key responsibilities of the role include:

  • Plan maintenance- including control of safe release and return to service, liaising with service providers and end users to deconflict operational requirements.
  • Ensure that maintenance is completed in accordance with approved job plans and agreed tolerance bands and therefore design intent for the assets is maintained and contractual obligations are fulfilled.
  • Assess and manage defect rectification, in consultation with Design Authority and end user.
  • Assist with management, technical review and validation of job plans for planned preventative maintenance of nuclear and key NBCD assets.
  • Assist with management and implementation of a programme of maintenance assurance checks, including site visit, to ensure delivery against required standards in accordance with job plan requirements.
  • Operate and provide Subject Matter Expert oversight on the electronic maintenance management system.

Person specification

At least 1 years of Devonport Naval Base site familiarity and knowledge, or similar industry level such as in a high hazard industry or marine/engineering environment.

Professional/External Qualifications

Essential – HNC or equivalent in Engineering.

Memberships

Desirable – Membership of an Engineering Institution.

Learning and Development

Post Joining Essential

  • Completion of the Nuclear Warship Support Course (NWSC).
  • Completion of the Nuclear Safety Case Methodologies Course (NSCMC).
  • Attend the Local Emergency Procedures Course (LEPC).
  • Auditor training.
  • Project Management training (e.g. APMP).
  • Working towards Engineering Technician (EngTech) level or equivalent.

Additional Requirements, Health, Safety, Environment And Security

All post holders (civilian employees and their line mangers, civilian and military) are expected to behave and perform in a professional manner, as outlined in the Civil Service Deal which also forms the basis on which a post holders mandatory goal, stating how the individual will take steps to demonstrate the highest standards of behaviour.

The post holder must actively fully engage with Naval Base health and safety systems of working, attend training relevant to their role and report any behaviour know [or considered] to be unsafe. It is necessary that the post holder is aware of the safety management system outlined in Supplement 4 (Health and Safety). In addition, as a Nuclear Authorised and Licensed Site, all staff are to give due priority to safety.

All staff are required to prevent harm to the environment, which can be achieved by minimising waste, using the recycling facilities provided, turning off unwanted heating and lighting, reporting water leaks and preventing pollution of the water, land, and air. Causing or knowingly permitting a pollution incident could result in a breach of legislation as well as causing harm to the environment. The post holder must actively engage with environmental measures relevant to their position, and complete environmental awareness training. They should report any pollution incidents and be aware of the environmental management system outlined in Supplement 7 (Environmental Protection).

Post-holders have a responsibility to be aware of the security implications of their actions on themselves and others. Staff are required to cooperate with their Employer by demonstrating good security behaviours through maintaining personal security clearances, in date Naval Base passes and mandatory security training. All staff are required to challenge poor security behaviours and report these and any suspicious activities to the Naval Base security forces.

Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).
