Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

This position is advertised at 37 hours per week.

Job Description

Primary Purpose

To articulate the requirement and priority for service delivery of supply chain and logistics management to the Industry Provider at the appropriate level to ensure that the operational priorities of the Naval Base Commander (Devonport) (NBC(D)) are delivered. Responsible to the Supply Chain Operations Manager Intelligent Customer (IC) for ensuring that logistic services as defined under the The Future Maritime Support Programme (FMSP) contract are delivered by NBC(D)’s commercial service provider (SP).

Senior Logistics IC for Supply Chain Management Strategic and Change Objectives detailed in the NBC(D) Business Plan.

To enact the role of the Devonport Intelligent Customer (IC) for supply chain services on behalf of the MoD as the contracting Authority, to retain adequate resources and technical competence, to set the requirements, understand the contract, monitor, measure and assess whether the deliverables and activities of the Industry Provider meet the requirements of the contract.

Assure that the supply chain and logistics services delivered by the Industry Provider is compliant with the FMSP Contract and comply with the requirements of the Secretary of State’s Policy Statement and its amplification in any Defence Safety Authority (DSA) publication.

To ensure the Industry Provider is held to account, and to raise any concerns to the appropriate NBC(D) Authority (commercial, safety or security). To challenge the quality of the service provision to ensure the MoD as the customer receives the required level of service, which is compliant with legislation, MOD Policy and industry standard.

To build collaborative, positive relationships with Industry Provider in support of the safe, secure and efficient delivery of the supply chain Naval Base outputs scoped in the Devonport Lot Contract under FMSP. To maintain a clear understanding of what the Industry Provider should deliver as part of the contracted supply chain and logistics outputs assuring Value for Money.

To build positive and effective relations with key stakeholders including NBC(D), DE&S, SDA and Surface Ships.

To hold the Industry Partner to account for provision of timely performance metrics such as management information and Key Performance Indicators for supply chain and logistics services in accordance with the Devonport Lot Contract and as required. Report supply chain and services contract performance, using performance metrics and MI as required.

To ensure that, where relevant, the Authority’s initiatives, objectives and specifications are understood and implemented through established Business Processes and that any Commercial or Financial consequences are appropriately identified and managed with the engagement of key stakeholders.

To work with the Industry Provider on projects and initiatives to improve supply chain and logistics services.

Capture, record mitigate and manage risk associated with supply chain and logistics services in Devonport.

Attend monthly meetings as required, including the Joint Working Group and customer and service provider meetings.

Liaise with NBC(D)’s customers and assess Customer Satisfaction.

Responsibilities

Line Manage 2 Executive Officers' including the Materiel Accounting Officer.

Represent Logistics Supply Chain Operations Manager at any meetings when required, be a member of the relevant Supply Chain working groups.

Authority

The Intelligent Customer Is Authorised To:

Conduct business (written and verbally) directly to the Service Provider, MoD Authorities, Customers and other Naval Base departments on logistics matters.

Negotiate changes in tasking of the Service Provider on behalf of NBC in liaison with NBC(D) Commercial staff.

Minimum UK Regulated Qualification Framework – Level 5 qualification, preferably in a related subject to the role or a Level 4 qualification with demonstrable, relevant experience in a Supply Chain position (minimum 3 years) at the discretion of the Supply Chain Operations Manager

Demonstrable Contract Management Experience

Desirable: Membership of the Chartered Institute of Logistics and Transport

Qualifications

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
