Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West.   • This position is advertised at 37 hours per week.
  • Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

Job Description

To support CIS Project Managers (PM) undertake project management & co-ordination activities to plan and deliver concurrently a range of small to large CIS projects of varying degrees of complexity, quickly, efficiently and within cost, quality, and time parameters.

Support CIS PMs in ratifying User Requirement Documents, working with end-users and key stakeholders to capture accurate Project requirements, ensuring appropriate funding lines, whilst working alongside Infrastructure Delivery Officers (IDO) to identify options for a cost-effective high-level solution to enable informed decision making.

To support PMs & IDOs in ensuring the design and installation of CIS networks and equipment complies with JSP604 Leaflet 4800 Regulations for the Installation of ICT and JSP 440 Defence Manual of Security, Resilience and Business Continuity.

To support PMs & IDOs in ensuring that project contractors are familiar with the requirements contained within JSP604 and JSP 440 and are provided with a copy of the Naval Base CIS Change and Configuration Management Pack contained within the Business Management System; and ensure that the Engineering Change Request process 1 to 5 is adhered to from project start-up.

To monitor and manage the CIS New Work Request multi-user Inbox, ensuring new project requirements are triaged, assessed and captured in the Work in Progress tracker, informing the PMO Manager and Infrastructure and Architecture Manager of new project submissions.

Engage Requirement Owners of new project submissions to ensure the User Requirements Document (URD) is completed fully, with suitable funding identified.

Maintain the CIS SharePoint Library in accordance with information management procedures, including the creation of new virtual folders for new projects and other document libraries.

Maintain the end-to-end process flow of CIS Project Delivery and Work in Progress tracker, seeking feedback to streamline and optimise the process, taking action to implement required improvements as directed by the PMO Manager.

Support the creation and development of project documentation, such as (Project Initiation Documents) PIDs and Business Cases, User Requirements, Governance arrangements, Learning from Experience (LFE) and Risk and Issue registers.

Assist site Business Units (including lodger units) with obtaining CIS subject matter expert advice and guidance throughout the project lifecycle (CADMID - Concept, Assessment, Design, Manufacture, Installation, Disposal).

Work collaboratively and in partnership with key stakeholders (including Industry Partners) to develop collegiate networks and relationships that underpin the effective and efficient delivery of CIS service and infrastructure changes, particularly for circumstances when there is a denial of CIS service to end users.

Act as MOD Sponsor for site access requests from CIS Contractors and Visitors, ensuring policy, process and procedure is adhered to at all times, especially in sensitive areas of the site.

Grow personally and professionally through Continual Professional Development, taking opportunities offered through the NBC(D) Learning and Development in-year training bids; and undertake additional generic Civil Service development opportunities when presented.

Adhere to the NBC(D) Diversity and Inclusion Policy and Civil Service Code of Conduct.

Qualifications

Minimum UK Regulated Qualification Framework Level 3 qualification (or equivalent) in CIS/ICT/IT/Digital, Engineering, Project Management, or Level 2 qualification with experience in a similar field.
