At Kirklees we want to be innovative and creative in the way we work to deliver our services to our communities. The post holder will lead key areas of multi-agency public health work from the Health Improvement team to improve health and reduce inequalities.


The post holder will contribute to the achievement of key public health outcomes through the management of work streams and projects within a portfolio of priority health programmes. Working at strategic and operational levels on a local, regional, and national footprint, they will coordinate and lead work streams and projects using and developing appropriate systems and processes to achieve agreed outcomes. They will work in collaboration with colleagues to ensure public health is central to all relevant Council and partners commissioning activity and will ensure the development of public health capacity and capability within a range of organisations and settings.

The post holder will lead / have responsibility for:



  • Working at both strategic and operational levels, coordinating and leading areas of work within their assigned Public Health theme/s. Leading the achievement of key health and wellbeing outcomes through the management of a portfolio of priority public health work areas.

  • Facilitate multi-agency working to achieve public health outcomes, ensuring work with service providers across sectors and settings identifies existing and required public health capacity and capability of the relevant workforce.

  • Have a comprehensive understanding working across priorities shared by council services, other local authorities and external stakeholders to facilitate change.

  • Cross working and providing Public Health input to the commissioning of health, social care and / or children’s services. Developing and contributing to effective action, including commissioning for health outcomes, together with partners across sectors and organisations, ensuring a particular emphasis on reducing health inequalities and influencing healthy public policy.

  • Managing successful change through evidence-based approaches including project change and performance management across systems and sectors, to improve public health and reduce inequalities. Working with these partnerships to enable the redesign of services to address local needs and reduce inequalities.

  • Have a good understanding of the broad context of health within a place and the ability to connect health to place based decision making. Interpreting information and intelligence to inform priorities and appropriate activities.
    Developing and managing effective working relationships across the council and with external partners and stakeholders on a local, regional, and national footprint; to ensure a ‘health in all policies’ approach and to influence broad public health local thinking, policy and strategy.
    Manage successful change using evidence-based approaches to coordinate project change, performance management, ensuring where appropriate effective engagement of key stakeholders.
    Provide advice to commissioners and partnerships on effective evidence-based approaches to improve the health of the population and reduce health inequalities. Working in collaboration with colleagues to ensure public health is central to all council, healthcare, and wider stakeholder’s health improvement activity.

  • Enable public involvement in planning, development, implementation, and evaluation of public health improvement activities. Ensuring effective assessment of the impact upon the health of the population of policies and plans.

  • Raise awareness of the wider determinants of health and enhance understanding of the impact these have on physical, mental, social, and economic health outcomes.

  • Contract manage Public Health commissioned programmes of activity and or services. Facilitating effective provision of public health activities.

  • Effective supervision and line management of staff within the public health team.
