Salary: Band 8 £33,945 - £36,647, plus statutory overtime and callout allowance £52,172 – £56,024.

Hours: 47.5 hours per week on average, 07:00 – 17:00 Monday to Friday. Plus, callout one week in four, covering evenings weekends and public holidays.

The Service:

The council employ us to facilitate the repair, maintenance, modification, and installation of new equipment for “Portsmouth International Port”, including the “Camber Dock” area. We also provide electrical & mechanical diagnostic and fitting skills on a range of works including capital projects, planned and preventative maintenance, corrective, minor and major works. We operate a callout service, where breakdowns are covered 24 hours a day, 365 days a year.

What is the role?

  • Responsible for supervising a team of Electrical & Mechanical Fitters and Engineering Technicians.
  • Organising and prioritising the daily workload, order and maintain stock levels and consumable stores.
  • Managing the TSG’s Maintenance management System.
  • Participating in the out-of-hours standby roster.
  • Implementing all necessary H&S directives and assist in H&S audits.
  • Producing risk assessments and method statements as required.
  • Organising and supervising external Port contractors ensuring all Port H&S policies are adhered to.
  • Managing the HR requirements for the TSG team and ensuring staff are adequately trained.

Who is the person?

You need to:

  • Have served a recognised electrical or mechanical engineering apprenticeship, and ideally also have a BTEC/HNC in Electrical Engineering (or similar / equivalent) qualification.
  • Have a sound knowledge of and perform the functions specified by a Planned Maintenance System (PMS) for checking and reporting of defects on items of PIP operational equipment and major assets.
  • Be qualified in Initial and Periodic Electrical Inspection and Testing, BS2391 or equivalent and BS7671 Requirements for Electrical Installations (18th Edition).
  • Have a general knowledge of electrical and mechanical engineering.
  • To supervise corrective works on non-functioning or damaged equipment as reported through the Defect Reporting System (DRS) or through the PMS.
  • Have experience in workshop equipment, periodic inspections, statutory equipment checks and planned maintenance schedules.
  • Have project management skills.
  • To undertake other repairs and general maintenance on Port assets including operational structures, Mechanical & electrical assets, machinery, Hydraulics, pneumatics, and pumps.
  • To have experience of staff management and be able to lead and motivate a team
  • To be proficient in the use of IT systems and equipment.
  • To be capable of working from engineering drawings.
  • To be qualified in or if not willing to attend courses for confined space, MEWP operation, slinging/ lifting and working at height.
  • To be fully conversant with Health & Safety legislation and COSHH assessments in order to perform safely the duties listed above and able to assist in the administration of new and existing H&S directives. To undertake Risk Assessments in conjunction with the Ports technical director and Maintenance & Facilities Manager as required.
  • To participate in the TSG "On Call" roster team for one week in four and also provide additional cover during periods of sickness absence and other unforeseen absences within the group.
  • You need to be confident working unsupervised and able to use your own initiative. You’ll need to be adaptable and flexible to meet the demands of the service.
  • Required to comply with all PIP and Portsmouth City Council policies and procedures.
  • Undertake any other tasks that may be reasonably allocated by PIP.

This is a physically demanding role, and you must be able to work at heights and in confined spaces as well as outdoors in all weathers.
