Job Description
BAE Systems is seeking a Principle Program Controls Analyst (Level IV) to join its organization supporting the Artillery directorate, specifically the Paladin Production program. The Artillery program's current Production portfolio includes ongoing contractual work as well as a recently awarded follow on contract which were recently baselined or are currently in initial baseline proceedings. Each contract is large-scale multi-year efforts in support of the U.S. Army. These programs are based in the design, development, production, support, sustainment, maintenance, modernization and upgrades to Artillery armored combat vehicles with operations in multiple US sites.

Responsibilities:

Supervise the contractual and internal requirements to lead a team in executing Performance and Cost Reporting and support Customers including Program Managers (PMs), Control Account Managers (CAMs), and functional managers. Oversee data flows between the Program Controls function using the Performance Measurement System within the Earned Value Management Business System, integrate data from other Business Systems including Accounting, Financial, Manufacturing Operations, Materials Management and Acquisition System (MMAS), and other systems.

Guide proper reconciliation and integration of data to produce information, metrics, and reports.
Report on the technical work planned, work accomplishment, resources deployed, and dollars spent or forecasted using Program Control tools in alignment with Program Management methodologies, Program Control principles, and hands-on experience with planning and cost processing software.

Provide tactical and strategic Program Control support to guide the PMs, CAMs, Finance Managers, and other key stakeholders to be a broad spectrum Full Business Partner in the program lifecycle: Initiating, Planning, Executing, Monitoring & Controlling, and Closeout.

While not a people manager, the selected candidate will need to work well in a team based environment to lead a group of program control analysts which also includes training and developing program personnel in coordination with the Program Control Manager. Supervise the technical business operations of the Program Control Finance team and ensure Performance and Cost Reporting are done timely, accurately, and with quality. Serve as a liaison and trusted partner with related groups, such as Contracts, Program Management, Scheduling, etc. to integrate internal/external data for Performance and Cost Reporting using the Earned Value Management Business System.

Required Education, Experience, & Skills
  • Bachelors degree in a relevant discipline with 6+ years of Program Controls / Program Finance / Program Management experience OR equivalent experience in lieu of degree
  • Experience working with and leading Program Management, Program Controls, Program Finance, and/or Earned Value Management (EVM) processes in a Government contracting environment
  • Demonstrated ability to supervise technical business operations of a Program Control team to develop and publish Performance and Cost Reports such as a Cost Performance Report (CPR), Integrated Program Management Report (IPMR), and/or Cost Software Data Report (CSDR)
  • Experience in Program Control Engine and reporting software, specifically Deltek Cobra
  • Experience in Program Control Front End software, specifically PM Compass
  • Experience in Scheduling software, specifically Deltek OpenPlan or Microsoft Project
  • Experience in Accounting System of Record software, specifically Oracle
  • Demonstrated ability to support program managers and their control account managers with the use and maintenance of program controls systems and metrics/reporting
  • Demonstrated ability to support the development of resource loaded baselines and execution to baseline budgets including but not limited to schedule status, performance recognition, incurred cost management, cost estimate forecasting, variance analysis, and change control
  • Ability to work independently and meet deadlines, including working in a programmatically matrixed organizational environment with the skill to develop and implement new processes and procedures.
  • Effectively able to communicate and work with both technical and non-technical staff
  • Willingness to work additional hours beyond the normal work day as occasionally required to meet deadlines
  • Computer skills to include Microsoft Office Suite with particular efficiency using Microsoft Excel
  • Able to support travel domestically and internationally as required

Preferred Education, Experience, & Skills
  • Masters degree in a relevant discipline
  • Program Controls/Program Management or other professional certification(s) (PMP, CAPM, EVP, CPA, etc.)
  • Department of Defense (DOD) contracting environment or other similar large Federal Agency (DOE, NASA, etc.), specifically fast paced environments with contractual or internally mandated Program Controls requirements
  • Experience supervising technical business operations of a Program Control team to develop and publish Performance and Cost Reports such as a Cost Performance Report (CPR), Integrated Program Management Report (IPMR), and/or Cost Software Data Report (CSDR)
  • Experience in related fields of Risk Management, Financial Management, Cost Estimating, Configuration Management/Engineering, or Operations
  • Experience operating in a Work Breakdown Structure (WBS) environment, specifically MIL-Std 881
  • Familiarity with Defense Federal Acquisition Regulations (DFAR), ANSI-748-D, EVMIG, and NDIA Intent Guides
  • Experience with Manufacturing/Supply Chain Requirements Planning Systems (ERP/MRP)
  • Experience implementing Program Control Systems and Business Reporting Rhythms
  • Experience with EVMS Site Validations, Joint Surveillance Audits, Internal Surveillance Reviews, System Surveillance Reviews, etc.
  • Experience with Integrated Baseline Reviews (IBRs)

Pay Information
Full-Time Salary Range: $92180 - $156707

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
