Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West.   • This position is advertised at 37 hours per week.
  • Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (60% presence in office per week).

Job Description

  • Core Senior Design Engineer (Engineering Group) Tasks;
  • Provide assurance to the Engineering Head and Facility Operators that design intent for nominated Nuclear Safety Implicated (NSI) is met and maintained through life to support relevant Facility Safety Cases, Safety Functional Requirements/ Functional Requirements, Operating Rules, Identified Operating Instructions, claims, arguments and evidence by:
  • Providing technical input for development of EIMT schedules and Engineering Schedules, in conjunction with Maintenance and Governance Manager (MGM).

ii. Authoring, maintaining and updating job plans to enable appropriate Examination, Inspection, Maintenance, Testing (EIMT) on NSI assets and infrastructure.

iii. Drafting/updating relevant Design Substantiation Reports (DSRs) and Design Reports

  • Review findings from EIMT activities and provide advice to Design Manager (Electrical Systems)- including gathering evidence and making assessments on the acceptability of maintenance status as well as directing required corrective actions.
  • Gather and process evidence around the initial and remaining lifespan of NSI assets to make assessment and recommend credible through life decisions to appropriately manage ageing, degradation, and obsolescence effects.
  • Identify upgrade or replacement requirements with consideration of cost, timescales and safety case/Facility Operator requirements including generation of business cases, project initiation documents and similar commercial documents
  • Author, assess and approve Concessions and Design Changes on NSI assets and infrastructure in accordance with NBBP08 and ACCS22 to ensure that claims, arguments and evidence made in the Facility Safety Cases are not undermined i.e. meeting the required safety criteria (including the effects of environmental and external stimuli), the ALARP requirement, and the necessary levels of performance, behaviour and integrity etc.
  • Retain and manage lifetime records and technical information in accordance with relevant process/policy and MGM direction.
  • Support the Authorised Site SME for Electrical supplies.
  • Support the interface with Babcock for Electrical Power Distribution Network improvements, including adoption of DSR033, analysis of Extended Loss of Grid (ELOG) impacts and introduction of the Diesel Generator farm project.
  • Ensure that sufficient, redundancy, diversity and resilience is provided to support all nuclear facility electrical demands, for example the uplift of TXB electrical supply.
  • Support long-term improvement plans for electrical and monitoring systems, linking to the Site Electrical Strategy and the Level Zero (L0) Nuclear Safety Implicated Asset plan.
  • Nuclear Emergency Response Organisation Responsibilities – Supporting site emergency response as a member of a cell.

Person specification

At least 3 years of Devonport Naval Base site familiarity and knowledge, or similar industry level such as in a high hazard industry or marine environment- specific electrical experience an advantage.
