Colchester City Council is committed to delivering high-quality and accessible services to residents, visitors and businesses. We provide a wide range of public and commercial services and are dedicated to promoting public safety, supporting local businesses and maintaining strong and vibrant communities.

We are seeking a Licensing Officer who can deliver an effective, professional and legally compliant licensing service, ensuring that businesses operate safely and in line with statutory requirements.

Duties of the role

As an essential member of the Licensing team, you will manage a varied caseload of licensing work across a range of regulatory functions. This includes administering applications, providing advice to applicants and residents, and ensuring compliance with licensing legislation.

You will investigate complaints, carry out inspections of licensed premises and businesses, and take proportionate enforcement action where necessary. This may include issuing formal notices, preparing case files and supporting legal proceedings.

You will work closely with responsible authorities, partner agencies and internal departments to promote compliance and support a coordinated approach to enforcement. You will also contribute to Licensing Committee processes, including preparing reports and presenting cases where required.

The role requires strong organisation and attention to detail, ensuring that accurate records are maintained and that work is delivered in line with legislation, policy and timescales.

To be successful in this role, you will have experience of working in a licensing, regulatory or enforcement environment, with a good understanding of relevant legislation such as the Licensing Act 2003, taxi licensing or similar frameworks.

You will have:

  • Strong organisational skills and the ability to manage competing priorities
  • Excellent written and verbal communication skills
  • Experience of dealing with members of the public, businesses and partner agencies
  • The ability to investigate matters, assess evidence and reach sound decisions
  • Experience of preparing reports and formal correspondence
  • Good IT skills, including the use of case management systems and Microsoft Office
  • The ability to work independently and as part of a team

An understanding of enforcement processes and experience of working within a local authority setting would be an advantage.
