Housing Solutions Officer - #185957

Luton Borough Council

Date: 4 weeks ago
City: Luton
Contract type: Full time
About The Job

Salary: £36,363 - £39,152 a year

Hours per week: 37

Contract type: Permanent

We’re looking for a proactive and committed Housing Solutions Officer to deliver a high-quality, customer-focused service across a range of housing matters. In this role, you will play a key part in preventing homelessness by working closely with individuals to understand their circumstances, providing tailored advice, and ensuring that care and support needs are fully considered. You will collaborate effectively with both internal teams and external partners, particularly when supporting clients with complex needs, to achieve sustainable housing outcomes in line with wider council policies.

You will be responsible for carrying out thorough investigations into applicants’ situations and making informed decisions in line with statutory duties and relevant housing legislation. A strong understanding of legal frameworks, combined with sound judgement and attention to detail, will be essential in ensuring fair and compliant outcomes for all service users.

In addition, you will actively promote homelessness prevention initiatives by delivering training and raising awareness among stakeholders. You will manage a portfolio of partner organisations, build strong professional relationships, and contribute to an out-of-hours rota to ensure continuous service delivery when required.

Please note this role does not attract sponsorship.

About You

We are seeking a highly organised and resilient Housing Solutions Officer with the ability to manage a complex and demanding caseload. You will be confident handling a diverse range of clients, including those with multiple needs or challenging behaviours, and will demonstrate excellent communication and interpersonal skills. Delivering outstanding customer care will be central to your approach, as you conduct detailed interviews, provide clear and practical advice, and produce accurate, high-quality correspondence, reports, and case records.

You will have a strong ability to assess vulnerability and identify appropriate support needs, taking timely and effective action to achieve positive outcomes. A calm, professional manner is essential when dealing with disengagement or difficult situations, alongside the ability to work independently and prioritise workloads across competing demands. You will also contribute to team development by sharing knowledge and supporting the training of colleagues.

The role requires excellent administrative and IT skills, including the ability to maintain accurate records, analyse data, and produce performance reports using systems such as Excel. A sound understanding of equality and diversity principles is essential, with the ability to embed inclusive practices into service delivery and decision-making.

You will bring detailed knowledge and practical experience of homelessness legislation and housing law, including making statutory decisions in line with current legal frameworks and guidance. A relevant housing qualification or equivalent experience is desirable, along with a commitment to maintaining up-to-date knowledge of legislation and policy changes.

Flexibility is key in this role, as you will be required to travel as needed and participate in the council’s out-of-hours homelessness service on a rota basis. Strong spoken English skills are essential to effectively engage with members of the public and provide clear, accessible advice and support.

This is a public facing role so you’ll need to show off your fluency in speaking and writing English.

If you are passionate about making a real difference in people’s lives and thrive in a fast-paced, rewarding environment, we encourage you to apply and join our team.

Application Process

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. This post is exempt from the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare all unspent cautions and convictions; and also any adult cautions (simple or conditional), and spent convictions that are not protected as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (as amended in 2020). A person’s criminal record will not in itself prevent a person from being appointed to this post. Applicants will not be refused posts because of offences which are not relevant to, and do not place them at or make them a risk in, the role for which they are applying. However in the event of the employment being taken up, any failure to disclose such offence, as detailed above, will result in dismissal or disciplinary action by the Authority.

On occasions, we may close a vacancy early due to a very high number of applications being received.
