About the role

As a Highways Safety Inspector (HSI) and Soft Estates Supervisor, you’ll support the Highways Safety Inspector Team and the safe delivery of Soft Estates activities across then M25 network. Your leadership will ensure planned and reactive operations run smoothly, challenges are resolved, and targets are consistently met.

Leading a team of Highways Safety Inspectors and internal/external Soft Estate operational teams you’ll promote a safety-first culture where everyone is committed to doing their work in the right way. You’ll ensure teams are appropriately briefed, working efficiently, and have the right resources to succeed.

You’ll also support the delivery of various inspection regimes, ensuring high
standards of work are maintained across all activities, and you’ll contribute to
rectifying High Priority Defects and customer complaints.

Your effective leadership and focus on continuous improvement will support the long-term success of the M25 network, ensuring it remains safe, resilient and in top condition.

What you'll be doing

  • Ensure sufficient resources are in place to deliver all works activities.
  • Support the development and implementation of RAMS and procedures.
  • Prepare and deliver daily work briefings to operatives outlining methodology, hazards, risks, and control measures.
  • Deliver detailed debriefs at the end of each shift to identify issues and incorporate lessons learned into future activities.
  • Supervise the Soft estates maintenance – grass cutting, heavy vegetation clearance, arboriculture works, ditch clearance, weed spraying and other associated grounds maintenance tasks.
  • Supervise the Highway Safety Inspectors in carrying out daily driven inspections of the M25 DBFO network to identify defects which pose a risk to road users.
  • Ensuring that the contract obligations are met and recorded accurately.
  • Be responsible for all day-to-day management of the team, their roles and associated elements.
  • Ensure the safety and wellbeing of yourself and your reports.
  • People management to include annual leave, performance, conduct in line with relevant policies and absence.
  • Provide accurate and legible written and verbal communication in the form of reports and records as required.
  • Use mobile communication/data devices to accurately input data for record purposes to form reports and business records as required.
  • Raise awareness of issues which may affect the safe operation of the network and report these as observed.
  • Participate in Winter Service rota as required.
  • Drive Zero Harm objectives by raising risk awareness, mitigating hazards, and fostering a proactive safety culture across the team.
  • Lead by example to ensure all activities meet safety standards and comply with systems, processes, and procedures.
  • Raise awareness of issues which may affect the safe operation of the network, reporting these accordingly
  • Live the Balfour Beatty Values.
  • Ensure a relentless focus on Zero Harm.
  • Support the delivery of CSUK’s Sustainability activities.


Who we're looking for

  • Appropriate CSCS qualification
  • SMSTS/SSSTS
  • Experience in the delivery of a highway’s maintenance operations or similar transferable experience.
  • Team leadership and management experience driving performance and productivity.
  • Strong communication skills.
  • Strong customer focused mindset.
  • UK Driver’s License.


Working Arrangements
Expected to work Mon-Fri, days
May be expected to works nights occasionally, where the relevant uplifts will apply.
Day shifts are 07:00 to 16:00, night shifts are 20:30 to 05:30 with a 45-minute break

Reasonable level of travel around M25 network. Travel to meetings, training and works sites outside normal operational area. Expected to participate in out of hours call out rotas e.g. Winter Maintenance.
