The Director of Commissioning Finance is a senior leadership role within the Integrated Care Board (ICB), acting as deputy to the Chief Finance Officer and providing strategic leadership across the commissioning finance portfolio.

The post holder will provide strategic and operational leadership across commissioning finance, ensuring high quality financial management, reporting and governance across centrally commissioned services and delegated budgets.

Provide senior leadership for the commissioning finance function and co lead the finance senior leadership team with the Director of Strategic Finance.

Act as the overall financial lead for centrally commissioned services and HCP delegated budgets.

Lead the delivery of monthly management accounts at HCP footprint level for inclusion in ICB reporting.

Support senior financial and non financial managers in devolved commissioning teams with risk management and decision making.

Support the CFO in delivering system based revenue and capital processes through the ICS, ensuring financial sustainability across the ICB and ICS.

Provide senior financial leadership for delegated co commissioning and other primary care budgets.

Work with the Director of Primary Care to develop and deliver a Primary Care strategy, including estates and IT.

Lead the financial accounting team and oversee the production of the annual statutory accounts.

Provide senior oversight of internal and external monthly reporting for the ICB.

Act as the financial link with NHS England for operational finance matters.

Line manage the senior finance team, ensuring high quality outputs and professional development.

Lead the organisational and professional development of the finance directorate with the CFO and Director of Contracting.
