Job Summary:

The Deputy Director of Digital is part of the Senior Leadership Team of HSE’s Operational Service Division (OSD). OSD is responsible for HSE’s business and digital transformation, our programme and project management support and assurance, and for key front-line delivery operations. We are playing a key role in the delivery of the existing programmes and the development of the Target Operating Model and ultimately, it’s execution. We work in a blended resourcing model environment, with teams made up of permanent, contractor, and partner resources. We need to build upon, and develop, our existing in-house capability to ensure that we have the right skills and experience to deliver our ambitious plans.

This post provides a challenging opportunity for an experienced Digital Leader to help drive our transformation. You will be focused on the delivery of our digital transformation, supporting the organisation in building its capacity, capability and skills, and developing its ways of working to ensure that all digital services meet user needs, professional and service standards.

The Deputy Director of Digital will be responsible for our product and delivery manager teams, and our user-centred design team. These teams are made up of a blend of permanent, seconded and contractor resources. We are currently considering how we organise ourselves to best effect, which may mean other digital functions in HSE could move under the Deputy Director of Digital in the future.


Job Description:

This is a senior role, reporting directly to HSE’s Director of Transformation and Operational Services.

Our Deputy Director of Digital will be responsible for:

  • Digital Strategy: leading and supporting the definition of a coherent future strategy for the digital transformation of HSE’s functions and delivering it in line with the overall vision and strategic goals of HSE.
  • Service and professional standards: ensuring digital services meet user needs through upholding standards of user-centred design, product and agile delivery, and ensuring services meet technical, service and professional standards.
  • Digital culture change: embedding user-centred design practices across the organisation, and championing the delivery of new ways of working, and developing and improving digital services.
  • Digital transformation across HSE: working across the organisation to lead, support, enable and deliver digital transformation in HSE.
  • Digital advocacy: representing the team and organisation in activities that span across other government departments, including liaising with Department for Work and Pensions, Cabinet Office, CDDO and beyond.
  • Managing relationships with multiple stakeholders, including working with, and holding to account, internal service owners to ensure successful delivery of digital services and working closely with the Technology Director to ensure alignment with the Digital Strategy and other HSE digital projects and programmes.
  • Direction and delivery, including maintaining oversight of HSE’s digital activities, guiding where necessary and staging effective interventions if required; ensuring that digital services and projects are delivered within budget and to agreed service levels; and managing risk and assuring the end-to-end service.
  • Managing finances, including managing the budget for the in-house teams, contractors and external suppliers, managing external suppliers, ensuring ongoing effective delivery and value for money, and working with the Technology Director in supporting the cost-effective development, management, support and improvement of HSE’s technology estate.
  • Leading and supporting, including developing and sustaining a high-performance culture where employees demonstrate high levels of personal accountability, commitment and are motivated to deliver results by working in an environment where they are empowered to make decisions and feel valued. Manage and contribute to the wider objectives and deliverables of the Division ensuring that roles, key responsibilities, success factors, KPI’s and SLA’s, are clearly defined for all digital functions.


Person Specification:

Essential Criteria

The successful candidate will be an experienced digital, data and technology professional with senior level experience, and must be able to demonstrate the following:

  • A track record of developing and delivering coherent digital transformation strategies whilst managing and delivering operational activities.
  • Experience in designing, delivering and implementing large scale digital programmes and solutions whilst improving the user experience and service quality.
  • Experience of effective communication, and relationship management of internal and external partners and senior stakeholders, and the ability to manage digital delivery partners, including the management of commercial and contractual agreements.
  • A creative problem solver, with proven collaboration and influencing skills, with experience working within complex organisations, and the ability to adapt to changing environment and emerging challenges.
  • And experienced leader with a track record of creating and sustaining inclusive, high performing teams, with the ability to embed a collaborative working culture across diverse multi-disciplinary teams (within and beyond line management).
  • Experience of deploying resources and budgets effectively, managing and controlling business risks, and producing accurate forecasts of: outputs, deliverables, workforce plans, finances, and outcomes.
