Immigration Advice Authority (IAA)

Purpose
We are seeking a proactive and experienced Business Analyst to join IAA on a fixed-term basis. The successful candidate will play a pivotal role in scoping the requirements for a number of projects, including the implementation of new statutory powers and enforcement processes, introduction of fees and charges, and processes for a new intelligence data function and supporting IT systems; ensuring that business requirements are effectively translated to solutions. You will be working fully remotely, with the autonomy to shape and deliver key areas of work. You'll need to be confident working independently and at pace, with a strong grasp of business analysis techniques and the ability to swiftly translate complex requirements into practical processes.
Key responsibilities
- Lead business process scoping and analysis for new powers, enforcement, fees, intelligence, and data capabilities.
- Collaborate with internal and external stakeholders to define needs, risks, and requirements through user stories and engagement activities.
- Produce high-quality artefacts-process maps, data flows, requirements, use cases-to support change readiness and strategic assurance.
- Evaluate implementation options and provide evidence-based recommendations to senior leadership.
- Conduct impact assessments, contribute to business cases, and develop materials for governance and stakeholder engagement.
- Support procurement by defining requirements and evaluation criteria, exploring innovative solution designs.
- Guide design and delivery of new systems and tools aligned to updated processes.
- Promote continuous improvement and user-centred innovation, including prototyping and model testing.
- Ensure compliance with legislation, data protection, and best practice standards.
- Maintain cross-functional collaboration with programme leaders and corporate services.
Person specification
- Proven leadership of complex, multi-stakeholder analysis projects in public or regulatory settings.
- Skilled in translating strategy and policy into operational and technical requirements.
- Strong command of business analysis methodologies-scoping, user stories, gap analysis, process mapping, and functional specs.
- Experienced in supporting system design, procurement, and implementation.
- Adept at preparing governance and scrutiny materials for senior decision-makers.
- Solid understanding of public sector compliance (e.g. data protection, equality duties).
- Capable of independently scoping, planning, and leading workstreams.
- Excellent communicator with the ability to simplify complexity for varied audiences.
- Effective stakeholder engagement and cross-disciplinary facilitation.
- Strong analytical thinker with a focus on evidence-led recommendations.
- Highly organised, adaptable, and delivery-focused in remote and fast-paced settings.
- Experienced in agile, matrix, and cross-functional team environments.
- Holds a Business Analysis qualification (e.g. BCS, IIBA) or equivalent experience.
