Building Standards Compliance Plan Officer - #194047

• You will be a qualified construction profession or equivalent with a solid understanding of the building standards system, building construction within the legislative framework set out by building regulations.
• Track record in engagement on initiatives designed to improve policy, project or service delivery and the successful delivery of such changes.
• Ability to lead and support teamwork on specific tasks as detailed in the team delivery plan.
• Excellent communication skills, with ability to convey complex information clearly, defend decisions and negotiate with confidence.

Responsibilities

• The work involved for the postholder is primarily to develop, implement, review and refine policy on compliance with building regulations, delivering on requirements of the Ministerial Working Groups on Building and Fire Safety and Grenfell Tower Inquiry Phase 2 Report.
• Develop and introduce practical solutions for delivering these policy requirements with stakeholders such as LABSS, SBSH, SFT and Professional bodies within Scotland’s construction Industry.
• Prepare legal instructions for changes to secondary legislation and support work to amend provisions introducing the compliance plan approach in the Building (Scotland) Act 2003.
• Engage with local authority building standards teams to guide development of their back office systems to allow the implementation of a strengthened building standards systems consistently and in preparation for wider digitalisation.
• The role also involves the research, reviews and engagement needed to maintain building regulations and statutory guidance.
• Ability to deal with a diverse range of issues presented by local authorities, the Scottish Building Standards Hub, industry, professional bodies and the public, and be able to navigate responses to these issues to drive policy implementation forward.
